Overview
Global responses to the Covid-19 Pandemic have included emergency measures to close wards, cancel medical appointments and important operations. However, patients must still have access to doctors and other medical professionals for other medical needs. To ensure access, greater resources have been diverted towards telehealth services. The ability of patients to meet with their doctor remotely via video conferencing is not new, but the Pandemic has resulted in much greater reliance being placed on the technology. The benefits of telehealth services in the context of the pandemic are obvious. There is no risk of Covid-19 spreading during a remote video conference. Also, with resources being limited, doctors can identify which patients must go to a hospital or clinic for tests or treatment, and which patients can stay at home. At the same time, there are significant legal issues which arise. These include safety, privacy, data security, licensing, cross border liability, negligence, informed consent and more. These issues require attention from ministries, hospitals and doctors both in Qatar and abroad. The Pandemic provides an opportunity for international collaboration regarding the development of frameworks overarching the use of telehealth services. The use of the technology has propagated at an unfathomable pace, with regulators scrambling to keep up. The regulatory response should have international parity but must also be shaped to local needs and expectations. Countries around the world, including Qatar, must identify approaches to tackle these issues. As such, there are significant matters outstanding for the development of the global telehealth infrastructure which require detailed discussions between lawyers and clinicians working in the field.

  5. 5- Examine the sustainability of telemedicine for healthcare professionals and health institutions moving forward
