Overview
Qatar has an aging local population living alongside a growing population of expat workers. The life expectancy of men and women is increasing which makes the challenge of caring for the elderly more acute. Indeed, Qatar’s National Health Strategy (NHS) 2018-2022 identifies the ‘elderly’ as a ‘priority population’ where the biggest difference can be made. The elderly are considered to be among the ‘most vulnerable individuals’ by the Ministry of Public Health, and the Constitution specifically recognises the importance of protecting the elderly. While services and legal protections do exist, there are questions about how to shape the laws and policies governing elderly care more robustly in the future. Discussions are needed on how best to support family members who may wish to provide informal care for elderly family members, how legislation and policy can deal specifically with the approach to long-term care such as welfare protections for those with disabilities, or enhanced community care through nursing homes, and how the elderly can be protected from abuse, among others. As such, there are important matters to be addressed regarding protecting, empowering, and sustaining care for older population groups. These factors require detailed discussions between experts in the field to deal with the underlying limitations that persist.

  1. 1- Examine international best practices on protecting and enhancing the care and wellbeing of older persons
  2. 2- Discuss the current legal and policy approaches concerning the care of older persons in the Middle East
  3. 3- Identify shortcomings in the provisions of care for older persons within existing frameworks
  4. 4- Outline means of improving the wellbeing of the older population in Qatar
